India may finally set up its own root server clusters in 2025, fasttracking the government’s response time against malware and other cyber attacks. Samiran Gupta, Vice President, Stakeholder Engagement and Managing Director at Internet Corporation for Assigned Names and Numbers (ICANN), Asia Pacific, with whom India is collaborating for the cluster, said the work will likely begin this year.
Root servers help translate domain names like thehindubusinessline.com into numerical IP address which helps locate a website on the internet. In February 2024, a parliamentary standing committee report on external affairs said India needs these clusters to speed up response time against cyber/malware attacks and check such attacks at the ISP gateways itself. It talked about working with the ICANN to set up a cluster of 18 servers in India.
In a conversation with businessline, Gupta said, “We’ve been evaluating setting up root server clusters on the basis of the very high volume of usage of the internet, data traffic in the country and India’s huge geographic size. So, we are looking for the best design for India but we’ve not been able to decide on what is the best design. We are in talks with the government and we are hoping that this year we will be able to move forward on it.”
He added authorities are also considering alternatives like a network of single instance servers instead of a cluster of servers since the latter model may not work for a country like India.
“There are 63 instances [individual servers] across India at this time. Whether you go to the main root server or go to the instance, the core functions remain the same: to push traffic across. The main purpose of an instance is to reduce latency. Otherwise, if you had few root servers, they would get overburdened by a lot of queries. Globally, there are about 1500 odd instances and new ones are coming up from time to time.”
