The Internet Corporation for Assigned Names and Numbers (ICANN) is an organisation which is globally responsible for the coordination of the Domain Name System (DNS) management. ICANN meetings take place three times a year in different parts of the world and the second meeting of the year 2010, 38th ICANN meeting, was held in Brussels from 20 till 25 June.
One of the main topics of this meeting was a discussion about the fourth version of the Draft Applicant Guidebook (DAG 4) describing the application process for new generic Top Level Domains (gTLDs; domains such as ".com", ".org"). DAG 4 [pdf, 4789 kB]contains detailed information on the rules, requirements and processes concerning new gTLDs. The ICANN Board of Directors approved a plan to create new gTLDs already in 2008, during ICANN meeting in Paris. Since then, four versions of the applicant guidebook have been drafted and made available for public consultation. The public consultation on the current version of the DAG, which was published on 31 May 2010, had been open until 21 July 2010. ICANN intends to finalize the DAG as soon as possible and launch the application process. Detailed information on the new gTLDs process can be found at ICANN website.
Another issue of interest was the ongoing work of the first review team, which was created as a result of a new agreement between the US Department of Commerce and ICANN – the Affirmation of Commitments (AoC). This review team is dealing with the accountability and transparency of ICANN and by the end of this year, it should submit recommendations regarding ICANN’s performance in given areas. A decision to reevaluate the application for ".xxx” gTLD also represents one of the outcomes of the last ICANN meeting. Since 2000, the ICM Registry has been repeatedly submitting the application for this specific domain which would contain online adult entertainment. In Brussels, the Board of ICANN admitted, on the basis of the work of a special panel, that its refusal of the ICM application in 2007 was not entirely correct and that the ICM application would be reviewed. The Governmental Advisory Committee (GAC) will also be consulted on this issue.
The meeting of the GAC, one of ICANN’s constituencies, was held in parallel with ICANN meeting. Debated topics reflected those discussed within the whole of ICANN – new gTLDs and the work of the first review team in particular. ICANN Board/GAC Joint Working Group also met during the GAC meeting. The task of this group is to review the role of the GAC within ICANN. The GAC also dealt with the question of new arrangement of the GAC secretariat. Main outcomes of the GAC meeting can be found in the GAC communiqué [pdf, 83 kB]. Next ICANN/GAC meeting will take place from 5 till 10 December in Cartagena, Columbia.
