The City of Ritzville has received a permit application for the following project.

Description of proposal: The proposed project consists of approximately 111 acres of undeveloped farmland that will be zoned mixed use to allow for a variety of commercial, residential, and open space lots. There are 240 total lots being proposed. The overall use of the property will be mixed; however, a general breakdown of anticipated uses are as follows:
• 169 single family lots
• 42 duplex to fourplex lots
• 16 multifamily/commercial mixed
• 11 commercial
• 2 open space/park lots
Lot lines will likely be adjusted during the phased buildout, depending on demand. It is crucial to maintain flexibility to quickly meet the forecasted demand for housing and commercial/retail space. It is anticipated that approximately 85 acres could be residential use, either single family or multifamily. This has the potential to house 2,040 residentials units at 24 dwelling units per acre.
Location: The southeast intersection of I-90 and Hwy-261 in Ritzville, WA. Parcel No. 1935230810001, Lot 1, Heinemann Short Plat No. 2, and Parcel No. 1935230810002, Lot 2, Heinemann Short Plat No. 2.
Project Applicant: Samkat Ritz LLC, Derek Schafer, 1101 N Seivers Lane, Ritzville, WA 99169.
SEPA Environmental Review: The City of Ritzville has reviewed the proposed projects for probable adverse environmental impacts and expects to issue a Determination of Nonsignificance (DNS). This determination is based on the following findings and considerations:
The project site will be located on a relatively flat surface grade and grading across the project area will be conducted to provide positive drainage and appropriate slopes and an erosion control plan will be followed by the contractor. Long term erosion will be controlled by re-vegetation of nonimpervious surfaces and paving. There is no surface water body on or in the immediate vicinity of the project site. The project will not draw groundwater from a well for any purpose and will not discharge waste material into the ground. The site will maintain stormwater runoff onsite. The stormwater runoff from the pollution generating impervious surface of the site will be treated by bio-retention swales and oil-water separators and infiltrated through the bottom of the swales and drywells.
The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project. Agencies, tribes, and the public are encouraged to review and comment on the proposed project and its probable environmental impacts. Comments must be submitted by the date noted above (April 8, 2025) to Julie Flyckt, Clerk-Treasurer, 216 E. Main Avenue, Ritzville, WA 99169, (509) 659-1930.
Required Permits: The following local, state and federal permits/approvals are needed for the proposed projects: Building construction, fire safety equipment, electrical, mechanical, utility, grading, health department and Spokane Regional Clean Air permits.
Required Studies: Geotechnical engineering and traffic study.
Existing Environmental Documents: Geotechnical engineering study.
Preliminary determination of the development regulations that will be used for project mitigation and consistency: Stormwater, traffic study and water and sewer plans.
